Ross did not indicate which companies had applied for licenses. However, the trade ban has strikingly affected Google more than any company. Huawei cannot offer new phones with a version of Android using Google apps as long as the blacklisting remains in effect and the ability to update existing phones will disappear when temporary licenses expire. A more permanent license could allow Google and Huawei to resume their previous business.
Telecoms may not be so lucky. The Huawei ban was largely prompted by concerns that China might pressure Huawei to spy on Americans through mobile devices, and the FCC has even proposed to ban telecommunications from using Huawei hardware if they receive Universal Service Fund money . The companies that receive exceptions are most likely to have little to do with telecom infrastructure.
