Rental of controlled apartments in Los Angeles can now rise 4%. Blame inflation

Daniel Yukelson, CEO of the apartment Assn. of major Los Angeles, said that although some people have trouble paying rent, politicians owe unfair homeowners for a complicated homeless problem that, according to him, is driven by other forces. He cited a shift from production to low-running jobs, as well as mental illness and addiction, which he believes are subject to L.A.'s annual survey.
